Course Description

This course requires the Participant to read and understand the attached article pertaining to the enactment of the Part C referral provisions in the 2003 reauthorization of the Child Abuse Prevention and Treatment Act (CAPTA) and in the Individuals with Disabilities Education Improvement Act of 2004 (IDEA).  These important provisions ensure early intervention services for children under age 3 involved in substantiated cases of child abuse or neglect.


In Addressing the Needs of Young Children in Child Welfare: Part C—Early Intervention Services, Participants will become familiar with the connection between child welfare and early intervention and will explore fundamental aspects and issues surrounding Part C.  In Part I, Participants will consider topics dealing with child welfare and early intervention by considering: the need to provide early services and intervention for abused or neglected children; early intervention legislation; the seven basic steps in the early intervention process; State eligibility definitions; the benefits of Part C for child welfare; the different ways for supporting Part C efforts; and challenges to serving children involved with the child welfare system and who may have developmental delays.  In Part II, Participants will explore strategies utilized in addressing existing barriers to identifying, evaluating, engaging, and serving maltreated children and their families and will also be provided with State and local examples.  In Part III, Participants will examine funding strategies, with a particular emphasis on the different federal funding sources used by the States to fund their EIPs.


This course is intended to provide child welfare professionals, mental health professionals and social workers with background information and an overview of the Part C referral provisions.
